Should I apply eyeliner before eye shadow? "It depends on the look
you want to create. If you apply eyeliner first, the eyeshadow will soften the line for a
more natural look. Or you can create this effect with eye pencil alone, smudging the line
with the sponge tip end without adding shadow. For the most intense line of all, use
liquid pencil; for a less severe line, wear eye pencil over shadow; and for the smoothest
line of all. It glides on like a shadow (no tugging!), but handles like a pencil. |

amount of water needed. (Soda, tea, coffee, juice and alcohol can not substitute for
